What exactly was Leaf Blower? I hear it referenced a lot, but in a way that assumes everyone already knows what it is.

The Royal Court Disco Inferno is obviously the best one closely followed by the infamous ineffective 5th ed BA Nipple Wing!

Didn't play back then but my understanding is that it was a chimera vet list with artillery and some variants had some sort of inquisitor . Generally it was a IG list that was designed to blow you off the table.

Essentially an IG list that used mechanized infantry and artillery with Valkyrie and Inquisition support. Two Officers of the Fleet to screw with enemy reserves, two Medusas and a Manticore, two Hydras. Most everything on the table was AV12.

It was powerful but required 2K plus to run properly. And for your opponent to allow allies.

In 30K, there's the Dreadhead list. Maximum dreadnoughts of various flavors, minimum anything else. As an example, before HH6, the Salamanders could field up to 25 dreads; I think a RoW in HH6 allows them to get up to 28.

In 5th I used to run my guard as 50% tanks and 50% guardsmen. While deploying I would carefully warp each squad around the tanks so they could no be assaulted. And called it operation Human Shield.

pre HH6 salamanders: 25 total (4 in HQ, 12 in Elite, 9 in Heavy Support)
using the RoW (salamander's get no bonus ones, sadly, since the RoW uses all 3 HQ slots): 39 (18 in troop, 12 in Elite, 9 in Heavy support(leviathan dreads FTW!))

Its not a known one but I dubbed one of my lists 'The boring OP tank gunline'.
My friend constantly bitches about my army. It used to be that my tanks are OP and I should not bring more than 4 in a 2K game and now it is about how my tactics are boring and predictable and that I should try different ones and make my Guard far more mobile. I told him that I will do so once GW gives me a viable way to do so but until then I will not advance my squishy and decidedly gak in close combat units towards the enemy and sacrifice my advantages.
And so was my seven tank VSG protected army dubbed 'The boring OP gunline'
