I remember hearing that quote being attributed to Phil Kelly. Something along the lines of "it doesn't feel fair to have units wiped out with no ability to do anything about it." In response to assaults from DS/reserve.

I want to beat him in the face with a hardback version of every book that has a way to annihilate a unit out of reserve/DS with shooting until he realizes how schizo his stance was.

It's a good thing GW has several ways to assault out of Deep Strike/Reserves now via formations. If you wanna do it, it's gotta be a specific list but it's possible now.

I think 6th and 7th edition have been around long enough they realized completely getting rid of it created the opposite problem.

It is not
This is just "we removed it from the core rules because we think melee is too strong, but now we realised that we cannot sell melee units anymore so we bring the rules back but only for units we need to sell"

Skipping the stuff because of reasons is ok.
Bring it back with Special Rules because it was not a good idea to remove it just shows that there is now one left who actually know what he is doing.

You know, I'd bolt something else onto this, that would pretty much smooth over any Dark Eldar complaints (though maybe not Orks, but then, they could have an upgrade): you can disembark from Fast, Open-Topped vehicles even if they move Cruising Speed, able to act as if they had moved Combat Speed. If the vehicle is Open-Topped but not Fast (because Fast is more about stability than speed, it seems), you can still disembark after moving Cruising Speed, but you can only shoot or charge, not both.
