The offical GW facebook page posted the first draft FAQ today, they also answered this question as only 1 model is allowed to use a grenade in the assault pahse.

It also defeats the purpose of paying to give every squad member melta bombs. So if you want melta bombs you buy them for the whole squad BUT only one guy gets to use them?
I expect it to be changed.

Same thing as what happens to the one guy who carries the Meltagun.
What I mean is that some entires say: for 5 pts per model you can add a melta bomb. Then you can decide how many have one.
Other entries say: for 5 pts per model everyone in the squad gets one.
It's weird. Like mentionned this is a first draft, it's not final yet. We just have to wait and see.

30k units can pay a big point premium to get meltabombs on every model. No way is that worth it if only one gets used..

In most cases that is the only way to get them, though. Rarely are the Grenades on a "any number of models" situation. They are either "the entire unit" or a champion/sergeant option.

I was more referring to Charistoph's mention of inconsistencies in the rules. This is just a draft of the rules, and they are subject to change until finalized. I do intend to adhere to them in any games I play between now and then, but I promise there will be people who will argue against these being "official".

I only mentioned inconsistencies. There are some inconsistencies between different sections, and sometimes between the picture on the commentary they attached.
But yeah, there are some inconsistencies between the written rules and the rulings they have stated, such as regarding the Battle Brothers and Transports during Deployment.

The problem is none of the Assault options for Grenades are noted as being "thrown", but "used" instead, while the Shooting sections DO mention them being thrown as actual rules.

The thing is, since the start of third edition, the primary function of grenades has been to either keep people's heads down when charging, or to make mincemeat of vehicles. Actually throwing them at things is something that went away after 2nd edition, and has only recently come back as a bonus. So the fact that it's limited to one model isn't a big deal... you still get all of the other benefits of having grenades.
Limiting their use in assault to one per model as well is a massive change to the way grenades have worked for most of the lifespan of this game.

You already (technically) couldn't do that, RAW as I pointed out earlier.
Difference between "use" and "throw" aside.
"Throw/thrown", although a word used for the shooting attacks, is ultimately meaningless in the rules. If they truely meant to say thrown as only discussing grenades used as shooting attacks; then it would have just said shooting attack.

And "throw/thrown" was only used with the Shooting form of the Grenade, and not with the Assault. If they intended it to be considered with the Assault, they should have used a throw conjugation with it or just in the general rules of the grenade. They did not.

Any grenade, be it assault, blind, blight, haywire, or melta bomb, or anything else that is considered a grenade, can be used exactly once per unit per phase, according to the new FAQ. This includes the assault phase.
So, 15 tankbustas charge a imperial knight, exactly one is allowed to attack with a melta bomb.
