I can't praise scouts and LSS enough. They did their job superbly and manage to stay alive throughout the game, killing stuff and scoring objectives at the end of the game. I tried assault cannon on the storms and I was amazed at how effective this weapon is on those guys (thanks BS4). I would strongly suggest taking three scout squads in the kill team. This should prevent bad outflanking rolls and, as I said, these guys are worth their weight in gold!
Good to hear! Surely you want the scouts on the board rather than outflanking to make the most of the no scatter zone, no?

Depends on what you're facing but in general yes. If you play against heavy drop pod armies or your opponent reserved much of his force in the hope of countering your vanguard's, then it might be a good move to Outflank the scouts.
On top of that, notice that nothing says that the scouts have to be on the table for the ...On target special rule to take effect. Thus, you can Outflank the scouts were needed, then drop the Vanguard to spearhead your attack.

You need to be within 9" of two scouts squads from the formation iirc so they do need to be on the table.

You can bring two from outflank then drop the vanguards 9" from the two squads sergeant. Just another way to do it

Yeah true. Might mean you can't alpha strike turn one though. I'd prefer the security provided by infiltrating instead. With scouts/infiltrate and the LSSs it's not like maneuverability is an issue. That way you know enough scouts squads will be on the table to accurately bring in the VV on T1.

For a turn one alpha strike, you're 100% correct. Outflanking the scouts should be useful in the case you don't want to commit your Vanguard turn 1, like against Drop pod Marines army or if your opponent Reserves his heavy hitters in the hope of catching you off guard.

I'd place the Captain and Chaplain in a 5 strong Dev unit to tank wounds an try to keep this unit firing a full strength while taking advantage of Slow and Purposeful.
This is actually a really neat idea! Might have to put it to use myself
Edit: This would also give you a much more definitive role for your HQ. Good call imo.
Effective, yes. To me, it's kinda against the spirit of the game a bit. Just seems a bit too win-more. I will stick to the Chappy, if only for an excuse to paint one. Thanks for all the advice everyone!
