To the orignal poster... given that you've expressed a desire to play the Matched Play option for Age of Sigmar, you will absolutely need access to the General's Handbook. You will need access to the book for the Allegiance abilities, Triumph charts, Missions, Relics, Traits, etc. Yes, you can play without all of these things, but you will be at a disadvantage if your opponent chooses to use them and you won't really be playing Matched Play.
However, and as others in this thread have mentioned, you might want to first make sure that your community also wants to use Matched Play. It might not, and depending on your community, you might be cast out as a pariah for wanting to use points. It's painfully obvious from reading this thread that some communities are stronger than the games they play and some aren't. Hopefully, yours is a good one.

Well OP, to answer your original question, Daemons are a very convenient army, in that they function mostly the same in 40k and AoS. with your list, you could make a mixed list using most of the daemons in a matched play game quite easily, or go mono-nurgle, (which works surprisingly well, considering how slow it is) though you probably wouldn't get far above 1000 points.
An example list would be
GUO-general
10 PB
10 PB
1 Daemon Prince of Nurgle
4 beasts
3 nurglings
3 nurglings
This comes out to exactly 1000 points, so there you go.
I played nurgle daemons just recently with a similar list, it doesn't go anywhere quickly, but it has great staying power, and doesn't get wiped out easily. Very good for objective games. Just remember to move in clumps of units, as concentrated attention will still bring you down. This list will have good synergy.
Feel free to add the flesh hounds or pink whores as you will, there no requirement to be mono god, though its fun to be fluffy sometimes. With daemons at least, you can pretty much just go with any models you like and make an army out of it, there are a lot of useful units all over the place.
