Yeah this continues to annoy me, GW makes double duty kits but they can't be used to make '2 units' they can make one unit and leave you with a pile of heads and arms you have no use for. I love bitz and I understand that it's better for GW and stores to have fewer SKUs to stock, but I don't think customers get any additional value for the higher price.
TBF, kits with one build seem to follow the same pricing schemes, so it may be better to look at it as getting those extra heads/arms/whatever as an added bonus, free! just pay separate shipping and handling

I'm very happy about the Judicator/Liberator repack. Really stupid to have to span $120 to get 10 juds or $100 for 5 libs.

Glad GW is pulling their head out and making battlelines more accessible price-wise. Honestly, battlelines should be the cheapest of the models, as that's what people need to get to having a basic army.

I hope they do this across the board, that's gotta be the biggest complaint I've heard locally "Battleline units make up such few points in the army, but cost so much financially...".
