It will need a FAQ. RAW, you simply add 3 blue horrors to the model. There is no war gear listing.
I've stopped calculating the idea of it into lists, as I am also of the opinion it's just a silly thing they missed.

If you see his stats, he does not have the Ephemeral Form in his list. he seem's to be the only tzeentch model whitout it. Meaning he only get 5+ invul save for 60 more points that the lord of change.

Everything is decently fast; 16" On Magnus and the Screamers, 14" on the Chariot and 12" on the Heralds. Magnus can warp speed himself for 32", or the Tzaangors to give them 12+ 2d6 Movement w/ advancement turn one, really get into the thick of it."
Chariots deal tons of high STR Damage from 18", while also threatening a decent charge. With 3 blue horrors added to each chariot, you also gain an additional 6 ablative wounds by allowing them to split.
Tzaangors have 60 S4 (S5 When near a herald, S4 otherwise.) AP -1 D1 attacks on the charge, while Magnus can give them rerolls through his 3rd power.
Screamers will almost always be next to a herald, as well, and they have 9 S7 AP-3 2D, 18 S5 ap-0 1d attacks on the charge when within range of them.
The above two can also be buffed by Boon of Change to give them +1 STR, +1 or +1T to really drive things home. At T4, 7ppm with a 5++ Tzaangor are incredible.
Brimstones sit backfield and camp objectives, while filling up the troop tax for almost nothing.

That is very correct! I was mistaken, and read <Tzeentch> as the allying faction keyword, without realizing it requires both of them. Good catch.

It looks to me like the blue horrors just unlock the irritating chant ability.
This doesn't feel right either, but splitting makes no sense.

Operating that it is a poor wording choice of the model, and it has been removed from updated lists posted on this thread.

Hey guys,
First foray into 8th.
I don't yet have access to a book. BUT, the PP should work out similar/close as thats what I have access to at present.
My thoughts on a Tzeentch list are spamming Mortal Wounds.
Personally, I think Screamers were nerfed as they can only advance max 6" + 12" movement. Dealing a Mortal Wound on a 6. meaning you have a 50% chance of dealing 1 wound.
Current List - 100PP (rough 2000)
10 Command Points
3 Detachments
Battalion Detachment - 3CP
HQ -
Herald, Staff, Chariot - 7PP pts?
Herald, Staff, Chariot - 7PP
Troops -
3x Pinks (could save points with blues) 15PP
Spearhead Detachment - 1CP

This leaves 20 PP left. My thoughts are to include 6 units of Furies. Preferably MoN to ignore wounds.
These would be used as a fast moving screen so the heralds are untargetable while they fly around spamming Smite.
The army has LOTS of movement and enough scoring units. T5, 8W chariots that are not targetable until the Screamers/Furys are dead.
Just some food for thought.

As a point of reference, PP does not in any way translate well to points. Your list, in points, is closer to 1300 than 2000.
Also, yes, while screamers "Fly-By" attack was nerfed, their assault is much stronger by virtue of being able to use both their Lamprey Bite and 2 other attacks, instead of sacrificing all of their attacks for a single lamprey each.

That being said, until Codexes around, CP isn't that great for an investment imo. Having that much is overkill to me.
I disagree. Those CP go quick. Especially if you're losing and need to strike next or pass a morale test.

Certainly. The opinion could be wrong. The edition isn't even out yet. As posted above, I've also made an 11cp Brigade list I'm excited to try to test exactly that.
