7 points more with the same to hit, but completely removes a rhino's save on a platform that can move 10 without penalty and reroll 1s to hit. I'm not certain it's "woefully inefficient".

I'm also curious to know how they handled some of those odd rules interactions which are not so explicit or written, such as the multi-Wound RP. I heard that ITC considers them to be Full Wounds, but this list didn't include them nor really provide much room to identify which they were working with.

Sounds like the guy knows his s***, that too goes a long way.

Regardless, Necrons are a lot harder to play right in 8th. To play their strengths your hand is forced, compared to 7th.

Tournament results will speak slowly start to show if Necrons are OP. The conclusion from those who knows Necrons suggest its not. Initial results from tournament play also suggest its not, but its still early.
