I never got the impression it went down like that. The emperor never explicitly told Perturabo he wasn't liked, or showed active animosity like that.
It was more of a silent disdain, backhanded compliments, and of course giving him the worst assignments over and over that spoke louder to Perturabo than any direct insult could.

I have a friend who used to work in the restaurant business as a line cook. He started out as full-time, 40 hours a week. Whenever someone called in at his work his boss asked around for people to cover, and nobody wanted to do it. Being chipper and wanting to make a good impression, he always accepted and not once turned down the offer of an extra shift. Well, he would then accrue ridiculous overtime (sometimes double overtime) and was costing the owner a fortune as well as gained a reputation for having a flexible schedule. His boss started to rely on my friend to cover shifts and went to him first instead of asking anyone else. His boss eventually started reducing my friend's normal hours so he could work more effectively as a "floater" whenever someone called in, because literally nobody else wanted to cover those shifts and my friend ALWAYS said yes. Eventually my friend was working 8 hours per week normal time, and if nobody had a shift to cover he wouldn't get any other work. His boss effectively molded the schedule around the people who couldn't be bothered to be flexible and left my friend as an absurd sort of "leftover" only to be used when other people weren't able to do their jobs. My friend ended up quitting.
Moral of the story: Don't be too eager to make other people happy, they may take advantage of it and leave you high and dry.
This is exactly what happened to Perturabo and all of the crap jobs he got. He was so good at them and always said yes, so that is all he ever got.
