All of these side-abilities are great...once the marines failed. Very few of them would ever help a fully armored and armed marine in any way.

The novel Red Tithe. Scouts take down a few cultists, chow down, and learn how many cultists are in the area and what this groups orders were. Sounds pretty useful to me.

Where the 'genetics' of the Primarchs and their Astartes is a matter of daemonic infusion or possession, or at least some sort of biomantic jiggery-pokery then there's a chance that maybe the whimsy of the Chaos Gods figures in just as much as the geneticists that made sure they were stable enough to mass produce.
