So the commissar has a lower leg length trench coat that opens at the front, over a below knee coat that opens to the right, with another layer under that?

Also I don’t know the technical name, but the “book mark” is upside down in the commissars book. At least I don’t think they’re typically at the bottom of a book. You could paint the pages the other way but then he’d still be holding it from a weird angle

One of the layers is probably some sort of armour, and overcoats are a thing. Certainly more of a cold-weather thing, but it's not uncommon to have some outer shell that's mostly insulation agains rain and mud, some actually warm under-coat and then some standard clothing under that. Iirc some of the other commissar models are multi-coated as well

It's a known fact that every piece of Commissar clothing is a trenchcoat, even their socks.

And their hat as an emergency pull out trenchcoat in the brim, just in case....

Same. His holster is empty, he’s not elevated so he looks like he’s actually aiming for someone and not pointing above their heads, his heads tilted so it looks like he’s aiming, etc.

What i can see its not a pistol holster but the end of a belt from his coat, and his powersword is disconected and his powerpack is still on his wrist, forearm. So noting strange here to see.
He has a second (las)pistol on his right hip.
He is wearing his uniformcoat and is wearing an overcoat.

In one of the earlier books, Gaunt does describe having a surcoat over his uniform under his stormcoat, both of which he removes for just the camocloak when he's on the front.
