I had to look it up, since I wasn't sure but AoS and 40k are about tied for number of armies- it's just individual marine chapters/ models are a whole nother thing. I also miss the days when Chaos was Chaos and you could have Daemons and Marines on the field, and it'd be fine- now they compartmentalized everything in a similar vein to AoS.. IE: Undead was just undead, then it got split into Tomb Kings and Night Courts, and now we have Ghosts/ skellies/ vamps/ ghoulies. If they're going to keep doing this, they should also make better Allies rules so there is a better sense of narrative play.

So I'm not going to touch AoS because it was a bit of a freak event how it wound up as it is with so many fragmented armies. Suffice to say if it had been launched as a wargame it wouldn't have likely gone down that pathway.
That said one reason you see things like Demons and Chaos splintering and then having less capacity to just outright take everything from each other; is because what happens once armies split out is they grow in model diversity. If that it successful then what happens is the new splintered army starts to get a more and more diverse roster of models and options to field. This means that if they could freely take anything from their former parent army, you could very easily break the game balance.
You can very readily see this in Age of Sigmar with the demon factions which are now 4 separate armies in their own right - one for each god. The armies are getting their own mortal follower models; getting their own unique options and leaders. They are no longer 1/4 of an army but 1/1 of an army. Slaanesh in AoS no longer has to rely on Khorne for ranged firepower - they have archers of their own.
In some ways you lose a few things because you lose some former freedom; in others you gain because what was once a niche force is now a main force with far greater diversity of themed models within that creative niche.
In 40K I fully expect to see a Slaanesh themed Marine force come out with their own themed marines (new noise marines); upgrade parts and all; just like we've seen for Tzeentch and Nurgle.

An expansion of Tau Auxiliaries would be nice.
Exodites would be very cool.
Dark Mechanicum has an appeal.
And also something out there, like the Rak'Gol could be fun.

You might want to give "Longshot" a read. There's definitely room for Gue'vesa that aren't just Guard in silly uniforms.

No more "codex faction" please!
Adding things to existing codizes is fine, as long as GW can actually keep them in stock. They seem to have a working system in place already for this: introduce a new faction, subfaction or whatever in Kill Team, then provide rules for 40K as well. Best of both worlds in my opinion.
As things are I would rather see a consolidation of books, not even more splintering. Things like Thousand Sons, Death Guard and World Eaters (and soon: Emperors Children) are way too flanderised for my taste, and taking so much stuff off each to justify their own codex was a bad idea.
Sadly GW seems to be perfectly happy with lots of mini factions of sometimes only a handful of kits each. AoS has set some ugly precedents for this, but in terms of sales it seems to work - and nothing else matters for GW.

I'd rather see a n "agents, allies and mercenaries" book for each major faction (i.e. Imperium, chaos, hivemind, other). Shove the harlequins, exodites, minor xenos races, renegade guard, beastmen etc. into these. Can't make an army out of them but can be fun sprinklings for other factions.

I think you can make an army of any of them but at the cost of its capabilities very narrowed or particular. I'd like it that way, but not sure it would be a great way of implementing them in a game already struggling with balance most of the time.
So I'll say your view is more reasonable in the end.

I agree that this game probably doesn't need more distinct factions, except the Amazon women. Maybe they can be ork women. Maybe that's what the krork looked like all along!
Tau Empire needs auxiliaries. They should be a coalition or federation to oppose the imperium's xenophobic theocracy.
Give them the skaven and maybe that will be their intro to chaos!
I also agree that chaos guardsmen and dark mechanicum need to be combined in a chaos book. Chaos undivided how about...

Dakka's Dive-In is the only place you'll hear what's really going on in the underhive. Sure, the amasec is more watery than a T'au boarding party but they can grill a mean groxburger. Just watch for the occasional ratling put through a window and you'll be alright.
It's classier than that gentleman's club for abhumans, at least.

Absolutely. Here's how I'd do it:
1/ Rebuild the Kroot back to their former glory; do up the existing resins in plastic, then add Knarloc Riders and Greater Knarlocs.
2/ Create kill teams for other races- I'd go Vespid, Demiurg, and the Gue'vesa.
3/ Those kits need to be Multi-build- like the Corsairs build two units or the Arbites can build three.
4/ Follow the sales data to slow-grow the Kill Team that sells the best over the pan of editions.

I thought the Demiurg were the Squats/ Leagues that were "undercover"?

Prior to the league if votanns it was theorised that Demiurgs could be the remnants of the squat but it was never really convincing I think. 40k théories made a video about it a while ago.
