I personally agree, but again it depends on your culture. America has a much more lenient view on that kind of stuff because we are so hard up for "individual accountability". "Only the perpetrator of the crime is to blame, nobody and nothing else" is such a common attitude over here.
Many Americans are such strong individualists that any kind of collective social responsibility scares us. It is much easier to just bundle the bad feelings up and dump them on a scapegoat than take a hard look at ourselves and make social changes for the better.
