Can you be more specific about what you feel is missing? There may be a way to work in the angle you want with a faction of an existing race.

There are tons of races in the fluff.

Rather than making an entirely new one, I think they should elevate Hrud and give them a codex.

Here's an image of them even.

I could see how Hruds could be included into table top:

basic Hrud warrior: WS:0 BS:4 S:2 T:2 W:1 I:4 A:2 Ld:7 Av:6+ pts: 2 per model

Hrud rifle: 24" S:2 Ap:5 poisend wounds on 3+

the act as a massive swarm army
WS:0 they dont like CC look at fluff)

Special rules: Stealth, Move though cover

add some Hrud only special rules, war gear and there is the basic troops

In that case, you have to include Sisters of Battle. I mean, they have rhinos, bolters, power armor, and the same basic structure as Marines.

I think they should update all the old codices before they go on to more races, and if they are going to include a new one, they should get rid of the least played Spehss Mahren codex, so that they aren't over extending themselves anymore than they are right now.

Yes, the lore, which to me has always been the most interesting and fun part of 40k

The Hrud Fusil in Dark Heresy: Disciples of the Dark Gods makes me think that the Hrud would kinda be like Skaven. Warp-enhanced technology and all.

The Hrud Fusil would probably have the following stats:

R24", S5 AP4, Assault 1, Gets Hot!

It is described as basically a light plasma rifle, and its stats have the strength and armor penetration of a heavy bolter, but it has no rapid fire option, as well as the Overheats and Warp Weapon rules. I don't remember what the latter does, but the former is equivalent to Gets Hot! in Dark Heresy.

We should get a new race, maybe a young fledgeling race on the edge of the galaxy, still kind of mysterious to the Imperium, different from anything we've seen so far, give them advanced technology to contrast against the ancient mystic tech of the Eldar and the technologically stagnant Imperium, maybe make them unique and something we've never seen before in that they have no Warp signature and no psykers...

That nasty little distortion field that keeps the eye from focusing on them, yes.

Though I guess you could argue that things like helmet optics, drones, vehicle targeting systems, basically any method of aiming without using the naked eye wouldn't be affected by it.
