id assume the hazard flashers next to stop lamps would be the hazards...
Since the entirety of line 12 (minus speed control) is the back panel lights, id think its a safe bet.

Issue being I have three brake lights, one in the middle of the rear window, and two within the tail lights. It's the two that stopped working, while the upper one does still so they have to be on separate fuses  If my flashers work then it's definitely not line 12 though, right?

None of them look blown :/ I'm wondering if it's not a switch or something too. My hazards work and make everything in the back light up so if my brake lights aren't turning on when I brake it's got to be something else.

so when you turn on the hazards your brake lights are lighting up as well
If thats the case its unlikely a blown fuse my guess is the something wrong with the switch.

Fuse 12 stop lamps.
If the other brake light is working have you checked the bulbs?.
If newish car could be can bus system. switch car off and lock doors to reset lights after replacing bulbs

It could possibly be the brake light switch check the bulbs and the fuses if they are good you need a new switch this is connected between the brake pedal and the master cylinder.

If the one in the rear window is working, the brake light switch is ok.
if the other rear lights work ok and dont get brighter or dimmer when you use your brakes the earth is prob ok.
Check your hazards not your flashers. If yor hazards are working its not fuse 12
