Well, the standard basecoat, wash, highlight would work nicely, but what to use depends on what you want... It would help if we knew what kind of color scheme you wanted for the cold ones.

What harm can it do to find out? It's a question that left bruises down the centuries, even more than "It can't hurt if I only take one" and "It's all right if you only do it standing up." Terry Pratchett, Making Money
"Can a magician kill a man by magic?" Lord Wellington asked Strange. Strange frowned. He seemed to dislike the question. "I suppose a magician might," he admitted, "but a gentleman never could." Susanna Clarke Jonathan Strange & Mr. Norrell

You're going to have to, if you want the skin flecks in between the scales to be the same color as the main flesh on the Cold One, basecoat the entire model the color of the flesh you're doing.
From there, you'll have to pick out the scales individually taking care not to let any paint get into the crevices.

Which doesn't explain how best to do the "skin in between the scales"...
Which is what the OP was asking.

The article proscribes a method of repeated drybrush highlights with washes to create shading. Simply varying the drybrushed colors to the basecoat would create a different skin and scale color while using using the same method. You could even use the same colors as the article and lighten then further to create a more drastic effect. I thought that this a simple enough jump as to not necessitate explanation.

About the best bet would be to paint the whole thing in your skin tone, then paint the scales by hand 1 by 1.
Granted this will take time, but it will have a decent look.
You could however do the 1st part, then drybrush the colour onto the scales, which is slightly more risky, but would work the same.

Hey there
Is a very easy effect to reach, and it has skin tone, seperate tone under scales, then scale colour.
This was as the others said, basecoat one full colour, then wash down the scales to make the skin under them the colour you want. After that, pick out each scale ( the only part that takes time ) and then use a highlight on the basecoat just a little lighter than the original colour, and use it to tidy up around where the wash was used.
Fast and quite neat looking.
