 ive seen some games yes but i was looking for something else they quit producing minis for star wars....and i want to blow some dough on a game thats out of box playable....and there is hero scape but ive been down that road already

I guess the clix series of games? Starter sets aren't usually that pricey. The prepainted Star Wars game too, but that's no longer in production.

The overall cheapest game to start is likely Warmachine/ Hordes. A starter pack is around $50 standard, and most player have no issues playing battle box vs battle box, its really fun and allows for some creativity in the game. The basic rules set is in the battle box, and privateer press offers a download with pretty much all of their rules.
I was huge advocate against PP for a while, took a break from the game at the end of MkI as I was sick of broken combo's IE wolf riders who gain infinite attacks. They really overhauled their game and answered concerns from consumers. I really like Mark II. Plus I have a 50 pt searforge list, and I may have spent $200. There are not many game systems where you can spent that cash and play full games over and over at any level of tournment.

You can buy and play with a Malifaux Starter for $25-$40 but you have to buy the rulebook for $25 or so. Use a friend's rulebook. You get 5-6 miniatures.
You can also get an Infinity Starter for $40-45, and the rulebook and tutorialvids are available online. You get 6 miniatures.
You can split half of a Warhammer 40k or Warhammer Fantasy box with someone for $50. But then you have to share a rulebook. You get like 30-40 miniatures in plastic.
You can get a Warmachine/Hordes Starter for $50, but then you also have to buy a rulebook. You get 3-6 miniatures.
Overall, most miniatures games require a $50 or more investment in miniatures. If you like the game, you can buy more figures.

Brushfire - Historia Rodentia is a very fun strategy/tactics driven game that's affordable to enter at the starting level, but closer to the $30-40 range than $20. However, the folks at On The Lamb (Cyporien here on dakka) offer some nice goodies along with their models and have a kickstart program available.
You can also use free game systems available online like Stargrunt 2 with your own models, reducing the costs of rulebook/armybook purchases to nil. To save costs further, break out the Lego men.

 Ive been playing 40k with green army men Count as IG  And i Went and looked at Brush fire i like the concept and idea of it but still to rich for my taste today.

Was Looking to get back into a card game but almost two years ago i went mad and bought almost 100,000 magic card ugh i really dont know if i want to head down that dark slippery path again

For FREE rule sets check out 'freewargamesrules'. on the internet.
For cheap minatures to be used with these games , EM4 minatures and others sites.
EG
'Full Thrust' space ship rules free to down load.
12 plastic space ship minatures (with bases)from EM 4 £2.50.($5 )
War-gaming can be as cheap or as expensive as you like.(Pen, paper and lots of imagination being the minimum requirment!  )
Explore whats available and most importantly HAVE FUN!!

I'd like to throw a shout-out for Anima Tactics. You can buy one of the starter sets (Light or Dark), which come with a couple of minis and a mini-rulebook. Then if you do like it, you can invest in the $50 book with gorgeous artwork, the full current ruleset, and the statlines of everything in the game (other than a few extras that have been made online).
The minis themselves are about 10 bucks a pop, but you really only need about 2 per person for a small game.

Where were you looking, out of curiosity? The internet should have them (at Fantasy Flight Games) but I know that Anima, at least and my FLGS, is a pretty sparsely populated group, so the store doesn't order the minis for normal stocking purposes, which may be why you can't find them.

Not To Sound like a troglodyte  but can you build battle fields and terrian or do you have to play on the maps...when i was way younger i wanted to start collecting them But you know how parents

2mm figures are very cheap. You can get a whole army with rules for about $18.

6mm figures are also cheap. Try WW2 or SF micro armour. A company level action needs maybe 12 tanks a side plus some infantry bases.
Another idea, buy cheap Haloclix figures off eBay and play an SF skirmish game. No painting needed.
A fourth idea is to download card models for things. There are tons of designs available, some free, some paid for. You print them out onto card and assemble them.
There are also paper soldiers which you just print out.
The free rules site has already been mentioned.
