I'm rather fond of the scout models / fluff and because I don't plan to do any tournaments with my Marine force, I figured I would have more fun with a themed army. The Gray Stalkers is an offshoot of some other generic marine faction and as such has few veteran battle brothers. Thusly, they're a mostly scout force, centered around infiltration and surprise attacks. What would be the best way to squeeze some performance out of a scout heavy marine force? Say I wanted to limit myself to 2-3 full on Marine squads, max.

Blood angels might be a decent codex for a scout list. You could make a pretty aggro scout list with BA's.
If you go with something like 4-5x10 ccw scouts, which will infiltrate close to the enemy, you could then fill in the rest of the list with elite jump packers. Those jump packers should include some priests that will catch up with the scouts pretty quickly, giving them FNP and furious charge. Libbies with unleash rage/chappies will also help the scouts alot, 10 scouts with re-rolls to hit and furious charge will be dangerous to most enemies.
Another option in such a list is to include some locator beacons and use some vanguard or just deepstrike in the jp reserves (most likely in turn 2)
The biggest weakness of the scouts will be anti-tank and tough cc units, so be sure to include melta-weaponry everywhere else.
I would stay clear of tanks in such a list, you're already spending heavily on foot troops, so you won't get many in the list - better to spend more on more bodies, reducing the efficiency of your opponents anti-tank

You could do Shrike scout bikers. I think they could do turn 1/2 assaults.

There have been some very good threads on scout armies. Do some digging around and you can find them.
Shrike and scouts make for a very nice combination, and allow you to get infiltrating scouts into assault very quickly.
For anti-transport support. you can always have support from other vehicles.
Themed armies are fun and neat, but are not hyper-competitive. So long as you keep that in mind I'm sure you will have loads of fun.

I'm leaving the hyper competitive, number crunching doom army to the Orks I have, or maybe later on some other faction. I'm one of the unfortunates that prefer themed army that tell some kind of story over those really streamlined armies (which means I should try to make the two intersect). Who is Shrike and what book is he in?

Shrike is pretty much the most famous Raven Guard there is. He is in Codex Space Marines.

QFT. Run it with Shrike, he had fleet of foot, AND it fits in with the fluff. I played a scout list once, its not the easiest list but its pretty fun.

I'm thinking my few tac marines should be veterans of some kind, probably Vanguard. Telion seems like a fitting theme character, but Shrike's "Fleet" ability isn't bad either. Assault Marine and Shrike would let much of my army touch the enemy in CC early on, assuming I need a CC army for my opponent (like Tau).
Vehicle wise I think speeders are my best bet. They're fast and carry the oh so wonderful multi melta to overtake and destroy enemy armor.

Yup they work well together. If you also have IA 8 you could use Shadow Captain to get assault marines for troops to open your FA slots for Storms
