It's a good idea, actually. Though I for one don't feel that Tau shooting needs the boost, it's logical that markerlights could be used to boost range, and it makes sense with the Tau way of war that they would.
I'm concerned about the 20" rapid-fire, though. Increasing the effective rapid fire range is too much, I think. Rapid-firing pulse rifles will inflict an obscene number of wounds even on a bad day--the only drawback is that in order to rapid fire you have to be within assault range. Taking away that limitation, even though it entail spending markerlight hits, would make them just too powerful.

IMO, Markerlights don't need to be changed. I would rather have the current effects like +1BS, -1 cover saves, Night Fighting boosts etc, than giving my Broadsides an extra 4" to their already massive 72" Railguns.

There was a thread on Tau Rumors were the markerlights "will" become
1 markerlight can give +1 BS
2 can give Rerolls to either Hits or Wounds
3 makes the enemy act as if moving through Difficult terrain.

I like it. Both from a fluff standpoint and from a balance standpoint.
My only question is: why?
Why do you need to upgrade Markerlights? I thought they were already pretty awesome and balanced as-is.
If you give them another ability, wouldn't you have to take one away or make them cost more points?
If markerlights are currently lacking in use, this is an excellent suggestion. If they are playable as-is, don't go fixing what isn't broken

None, if you're going to allow more than one turn of RF.
10 FW will nail 3 Meq or 8 orks when Rapid Firing (at normal BS), which means that if you can squeeze in more than one round of RF by placing your troops farther back and making good use of sight lines, each of your troops choices can effectively end (in the case of MEQ) or cripple (orks, bugs) an enemy troops unit before the assault hits home. If your army is saturated with markerlights, it even means things like melta at 12" and such. Effectively, if you let the RF range increase, it necessitates that enemies create a 1st-turn assault army.
