I dont know any 28mm ones but i know a few larger ones that can count as FW Lord of Change

Almost wet my pants laughing... that's a good one. As for the question, I think Reaper's Chronoscope line has something like that, or something that could be easily converted. Also, you could try Hasslefree, they make a lot of civilian models.

Although that's probably not that useful since it's so cartoony.

The person that makes any of the famous presidents a Lord of Change (Obama) , Skulls (Bush) , Pleasure (Cliniton) or Disease (Nickson). Yep thats how i remember those 4 presidents i label them according to who i believe follows that.
But anyone that makes those models will be my hero....

Presidential dreadnoughts, there's mileage in that too. The Nixon-nought, a Slick Willy Slaaneshi dread, literally anything with a an Abe Lincoln hat and beard (and Robert Ford tankbusta perhaps).

Which was why I said he should be a tankbusta, or anything with a rocket launcher for that matter. Really, it's just an excuse for a diorama that involves putting a stovepipe hat and a beard on a dreadnought, which, I think we can all agree is a worthy endeavour.
