Was thinking that IG (or select IG units) should have access to a Javelin-esque Weapon system.
30pts
Ordinance Barrage 1
48" Range
S6
AP4
Firing the Javelin...
Shooting the Javelin is treated exactly like firing another ranged weapon, except:
-It may Only be shot once per game
-When the owning player elects to shoot the Javelin, he must select a model in an enemy unit (maybe only capable of targeting vehicles?) and make note of where the enemy model is. Nothing else is done in the remainder of the player's shooting phase regarding the Javelin. At the end of the enemy player's next movement phase, Roll to Hit using the firing model's BS Value (maybe increased by 1?) I
-f the shot misses, the Javelin has failed to lock on. Place the template over where the model was before it's movement phase. Roll a scatter die and 2D6. The template scatters a full 2D6, and is incapable of scoring a direct hit.
-If the shot hits, the Javelin has successfully locked onto the target. Place the template over the model that was targeted, and roll a Scatter dice. Due to the Javelin's advanced tracking system, the template only scatters 1D6, and is capable of scoring a direct hit, with no scatter.
Only availiable on, as I said previously, infantry or select infantry units.

and YES I know what a Javelin Missile System is.

two reasons
-Realim (you know how it works, so I won't waste my time explaining)
-Gives enemies a chance to get away (a SLIM chance)
I suppose, considering the fact that there is no chance to get away from most of the weapons in 40K, I should up the S to 7 or 8 to compensate for the time delay and chance of missing.

With a 48" range, if you shoot this from the approximate center of the table, they probably won't get away.
Think of it this way, how few times in a game are you actually going to find that Lascannon or Rocket Launcher out of range?

Or you could make it simple and maybe make it a Hunter Killer missile you can buy for infantry that always hit side armor, representing the missile doing it's standard run?

A heavy support choice for guard that acts exactly like a HK missile? Not too bad, though if it's once per game...
Or make it just like a regular launcher that always hits side or rear armor (regular krak str. etc) and ignores cover or something. Or ignores cover on a to hit of 6.

I wouldn't call it a heavy support choice.....It could be like this
Cuspis Missile Launcher 10 pts per Launcher
The Cuspis is a man portable rocket launcher issued to Imperial Guardsmen when heavier anti tank weapons like lascannons and Vanquisher battle tanks are unavailable. The Cuspis is designed to strike from the sky, bypassing thick frontal armor, and instead striking more vulnerable surfaces on the topside of the vehicle. One Guardsman per infantry squad may take a Cuspis Launcher in addition to his lasun (3 Veterans in Veteran Squads).
Cuspis Missile
Range: 18"-48"
S8 AP3 Heavy 1, One Shot Only, Top Attack Missile
Top Attack Missile: The Cuspis missile has a distinctive flight patter, soaring high into the sky before striking down to smite the enemies of the Emperor. As such, the Cuspis missile will ignore cover saves (excluding ruins, and area terrain). Additionally, it will always strike the side armor of a vehicle, regardless of the facing the squad is actually in. However, it takes distance for the Cuspis to reach its pre-encoded height and execute it's attack run, and as such the Cuspis has a minimum range of 18".

I like this, but I think it would be better if -> AP4, Small blast (no scatter), ignores cover (except vertical cover, ie. the roof of a building)

It is an interesting idea I guess. Seems many things could pop up to cause issues though. What happens when you embark a targeted unit? Does the missile still target them somehow or just hit the transport. What if the unit dies before it hits? (terrible rolling on dangerous terrain or something.) What if the targeted unit gets into close combat before it strikes.
I can see fun as well though. You shoot it at bikers who then turbo next to you lol.
