Forgive me if this sounds a bit stupid, as I have never read much of the Dark Eldar fluff. But I was wondering for a while weather Dark Eldar use some kind of tainted wraith bone to build their structures, or do they use some other material?

Not to build their structures. But they steal wraith bone, torture and treat it and use it as special ammunition in the old codex.

They can't use wraithbone because it requires psychic manipulation, but they will steal it when possible

How on earth do they torture wraith bone?! The only way I could think is to use psykers, but they dont have any of them.

AHhh maby they use pysker slaves, that they have collected on raids.

As Retribution said. No psychic activity in the webway allowed as it would attract daemons, so no wraithbone manufacturing and manipulating there. Wraithbone stealing doesn't seem common, not mentioned in the Codex.

Dark eldar are mostly interested in wraith boners.

Wraithbone is a psychreactive material, so if you had wraithbone kept in torture chambers, the collective psychic stress might "agitate" the wraithbone. This could cause the wraithbone to change color and growth pattern.

They didn't lose the majority of their technologies. Having psykers outlawed in Commorragh kind of makes it impossible to manipulate wraithbone like it normally would. Commorragh wasnt founded after but long before the fall. And even then it seems to have had a name for the place to do dirty clandestine dealings and backstabbing. Eventually subsuming nearly every other Eldar empire webway kingdom/realm ( there was more than just it ) that the Eldar empires nobles had founded leading up to the fall. And from the scale of it described its more than likely they had enough technology and materials to get them going as an independent entity if they weren't already functioning as such.

Phil Kelly states in the interviews that all of their tech is slave built and they only use ~1 out of 1000 guns made, the best of the best.
