Assuming you're talking about the American Civil War, the two sides were the Confederates and the Union. Union infantry had uniforms like this:

You can google "Civil war uniforms" or such and that'll likely get you what you need.

Well what are you useing as a base for your conversions ? what do you want to achive ? what are you able to do ? how much do you have to spend?
as your army could be anything from infantry painted blue right up to part sculpts with forage caps bed rolls converted lasguns etc ?

knowledge is power!

I suggest, in lieu of using actual Cadian Guardsmen, you go for these guys: http://www.games-workshop.com/gws/catalog/productDetail.jsp?catId=cat440091a&prodId=prod20040

Except for the pack and hat, they resemble the Federal trooper very well. There was also a tutorial I saw a while back (I think it was on Relic News) where you could use the leftover round parts of the sprue to make those kind of hats.

Hell, I'm not that bothered by the Stormraven. Why? Because, as it stands right now, it's "limited use".When it's shoehorned in to the Codex: Space Marines, then yeah. I'll be irked.

lol no prob. I always loved the Empire Rifles but usually converting those guys for the other IG armies would be a huge undertaking. However they suit your needs to a tee.

lol it's the whole reason I like the game. All of my secondary armies might be pisspoor in performance but few go un-converted. Crack is cheaper than Converting, but it's just as addictive! XD
