the fire prism has to be able to shoot in order for it to contribute its cannon...check pg 43 of the eldar codex for further info

Whilst true in this specific case (due to particular mention in the rules) that is not true as a general rule of thumb. E.G. you can still give up your shooting to run in the shooting phase even if you were not able to shoot.
