Orks, guard or Chaos Space marines, I'd say. A nice bit of converting can be done to all of them.
Believe it or not, orks are rather expensive, depending on how you make your scratchbuilts. You might spend 50 bucks on something that costs 25$

Technically I'd say Daemons, but with CSM you have access to proportionally correct parts from Tyranid, CSM, Chaos Daemons, Space Marines (and all chapters there of), and Imperial Gaurd.
Makes conversions really easy, plus you can run some crazy color schemes. Oh, and its cake to incorporate parts from damn near every line in Warhammer Fantasy. Do the math.

Believe it or not Tau can actually be pretty customizable. I would deffinitly say Orks are THE most customizable although as was said before they can be expensive.

Orks by a longshot. Mainly due to how they have no standard whatsoever on their tech, so as long as it vaguely resembles what you're trying to make, it's the best conversion there is. They're also a damn bloody fun army to play. Depending on your philosophy (strict to the actual models or free to use count as) either guard or CSM can be customizable. Guard can be very customizable if you decide to base it off a theme and use models other than cadians or catachans, and you can mix and match things. CSM themes can spill over if you decide on a Cultist army. I wont list CSM as everyone already did a fine job of doing so. Coming after them are the Space Wolves, where you can get some pretty nifty conversion ideas by going with a 13th company army (mixing CSM themes with Space Wolves) and Space Wolves are known for their vast amount of extra parts their sprues come with. .

There is no army more customizable than ORKS! Just look at the tanks I made! You can make Killer Kans out of nothing but Fantasy and Building Kits.
Missing an arm? No problem with you have a Star Wars Blaster piece about the same size as that arm...just call it the ork boyz Slugga!
Want to use that skull in the boyz kit for something? OK! Just use it as a head and paint it like a skull!
I have a Work in Progress Stompa, Made from Styrofoam, Electrical wires and tape, Golf Tee's, nails, Plastic scrap from stuff I have no clue what its from....ink Pens, and ALL SORTS of stuff I have no idea what it is....like this coil of metal...tape I guess you can call it. Its think and not too wide and has holes in it spaced evenly all through it in the middle.
Also some sticks and Construction paper pinned to it for the metal platting on the outside.
P.S Also a large Spring!

Chaos can also make good use of rough paint schemes that favor speed/and or inexperience. Plus y'know....power armor helms are way easier to paint than skin tones.

Space Marines are actually very customisable. The thing is that they have such a nice range already that there's really no need for conversions, and therefore you tend to just see the same things over and over again. The standard marine is compatible with a multitude of parts from different kits. I've seen them done with legs from Chaos Warriors (WFB), I've seen Chaos marine bits incorporated, Catachan arms and heads, all types of heads and helmets from both 40K and WFB. A lot of things just fit. You can even use horses or other mounts instead of bikes (or make jetbikes).

Imperial Guard are very easy and interesting to convert. Most WHFB human-sized parts fit them, most 3rd party heads fit them. Since Imperial Guardsmen can look like ANYTHING, as long as it's human-sized, you just need to come up with a kitbash to represent 'your' particular regiment.
And, once you've figured out your kitbash, you apply it across the whole army.
I've done armies of Guard made from
* Empire Militia models with Necromunda lasguns - ( http://www.dakkadakka.com/wiki/en/3rd_Choufleur_Militia_%28Imperial_Guard%29 )
* WHFB Dwarves with Cadian arms - ( http://www.dakkadakka.com/wiki/en/Ian%27s_Squats_%28IG%29 )
* Junkers from the VOID game with Imperial weapons - ( http://www.dakkadakka.com/wiki/en/Ian%27s_Drade_117th_Suicide_Legion_%28IG%29 )
And there are plenty more options out there. Some of the more popular kitbashes are

I think in terms of customising, nothing can beat the Space Marines. GW gives them the most attention, tayloring bits to particular chapters (black templar, dark angels, blood angels, space wolves) so you have lots of accessories to choose from when going with a custom theme. Also there are many vendors, external from GW that sell additional chapters pieces and insignias for armies!

I really can't decide between Chaos and Orks. After thinking about it I have an Ork example of the time I made a couple Ork vehicles by bashing together 4 models ( a truck, a nascar race car, an HO train, and a space shuttle) I picked up at a lawn sale. They looked perfect. I can't say that would work as well w/ Chaos. BUT... when it comes to the individual troops Chaos has the advantage. You have the CSM line, the ISM line, the WoC line, the Daemon line, and that's just GW stuff. You then have numerous companies that make miniatures and / or bits that go well with CSM. Orks do not compare as well on that level.
