If I had this guy in a [vanguard] veteran squad, and before the game, clearly made out that he is holding a power weapon and plasma pistol, would you allow it? or would you call wysiwyg?

Sure thing. Practically speaking, that spear would be annoying to maneuver on the battlefield though. You should probably shorten it a bit.

As said above shortening spear may be nice but the model is acceptable. Some tyranids and others are far worse for managing on the battlefield.

The point of the spear is more to be used until it loses its practicality; aka throwing it or pointing it at a charging enemy, then drawing the sword on his back to continue fighting.

I would even comment "damn, awesome job there mate".

What you have created is a "count as" model. It clearly has a CC weapon that doesn't look ordinary (so you know that it's the guy with the power weapon) and you have the plasma pistol modeled.

Actually, I could argue about the legality of it NOT being accepted.

That is just what it looks like to me. I personally think the spear is meant to be a relic blade, but guess what? There are no pictures of one in the codex, and the description is vague enough. In fact, the only model that we KNOW has a relic blade has a hand ax of sorts.

I'm actually curious why they would argue its not a power weapon. Clearly its a CC weapon, but if you told your opponent before hand I'm sure it only came up when they were at a disadvantage.

Nice model none the less, get some paint on them!

Give him a caveman club and put lightning around it and call it a power weapon! haha I think it looks good and I would say why not?!

I would not accept this power-weapon/plasma pistol Vanguard Veteran as a 'acceptable', despite him being clearly equipped with a power weapon and plasma pistol.
Why?
Because I think his left foot looks slightly bigger than his right.

You'd be better off asking the people you play against, since 40k is a local game. But really, he is holding a power weapon and plasma pistol. While it's not a standard power weapon, since when have conversions been unacceptable? If someone complains, point out any non-standard model they have and tell them they can't use it.

As far as I can tell, he's holding the spear one-handed. That technically satisfys WYSIWYG.
