Space Marine Chapter Masters and Captains, as well as many other codex entries I dare say, can...

Within the ensuing list are a number of options which I won't go into. I am however curious, from a modelling/game playing perspective as to whether i can arm a Chapter Master or a Captain with 2 Thunder Hammers. This is for modelling but would he be game legal?

Hence... and/or

I believe that if you swap a Bolt Pistol for a Thunder Hammer he'd still be armed with a Chainsword, then to swap the Chainword for a thunder hammer he'd be armed with 2 Thunder Hammers? Is this accurate?

I have already experimented with a Vanguard Sergeant for my Imp Fists. The pimp result, pre-painting, is below!

The entry for the Sergeant differs due to the way its worded so I was sure when I made him of what was legal... I hope my ChapterMaster/Captain will be even better!

Definitely legal, as stated before. It gets really fun/silly when you start giving ALL of your VVs dual thunder hammers. Or troop choices, like death co. Silliness ensues.
