What are the restrictions?

If they aren't terrible, that's not so bad then. Though starting all in reserve doesn't sound great, it's certainly not the worst thing in the world

if I read the fuzziness right,

requires 1 vanguard vet squad, and I think 2+ assault squads,

restriction being the vanguards and assault marines must have jump packs,

sure you have to start in reserve, but you all arrive the same turn, and only the vanguard vets scatter, everyone else can DS with no scatter around the vets, + you do a bunch of auto str 4 hits to every enemy model within 6" of your dudes that just arrives, and makes the enemy move as if through difficult, so some nice anti charge and entrapment ability there.

That isn't bad.
Still not a fan of starting in reserve and having to deep strike, it makes it too easy for noise marines and IG to wipe out units at a time, but it's something.

Seems to be normal for GW. Take away options, give them back for an additional fee.

I always minimize my reserves with BA. I don't think descent of angels worked that well ever, even in 5th.

I'm just not a fan of Veteran Squads and I don't like that we get so many formations that require them.

For $4, if running a ton of Assault Squads is important, people probably won't be too bothered by the fee.

obviously GW has heard your complaining about needing all ASM armies then.

will it stop the complaints? likely not

if you honestly think tacticals, with their weapons loadouts/drop pods suck, thats your mistake to make i guess, and its not an objective viewpoint. Plenty of people enjoy success with pod lists around here, now that they can jam in more flamers/melta into those pods, it only got better for that play style.

and just for those that dont know

Whereis this from? I'm actually digging the looks of the flesh tearers and the DoA formation if I read the fuzzoness properly.

And vanguard vets, assuming people own them.

Despite me owning 3 marine armies...I don't :(

EDIT:
That being said, if it's only 4 for the WD article, that is a good deal!

You can always take one of your Assault Squads and make it a Vanguard Veteran Squad, assuming you have an extra available.

Yeah if I remember correctly back in several of the older codex they looked exactly the same, except they had a skull (1st company) instead of the blood drop on their right shoulder. Now they're all blinged out but you could make it work.
