As a GK player I feel as if I play a totaly different army and game, when ever I go first and second. And according people smarter then me, this happens to be true, as far as tournament win/lose ratios goes related to when ever a GK player goes first or second.
Yeah, GK are in a bad spot. And have been for quite a while.
they were in a good spot after they got their PA and before 9th came around.
In 9th, every army that relies on buffing their own units with psychic powers are super swingy in winrate when it comes to going first or second sadly.
Even without adding the "abhor the witch" secondary the games are super swingy.

When I have run Guard it certainly feels like an uphill struggle. Sitting back and shooting is not a viable approach in 9th. Leman Russ with heavy bolters have done some good work, but they die and give up Secondaries. Might try an infantry heavy list.

oddly enough even with those problems and the abhore the witch thing, I still like 9th ed GK very much. Although, I do have to mention that I got my hands on the PA book less then 10 days before my store got closed down because of corona. And I got to play 2 games of 8th ed with it.
I am a firm beliver in the good, being the enemy of better. I'd rather have GW not mess with my army, because their attempts at fixing stuff end up with nerfs in general. But I do understand that 9th isn't as fun to someone playing IG or Tau. Maybe next edition will be better for them.

I have my doubts what that new edition will be. I have a feeling regiments will get the boot and that order will now have to be made in the command phase. That and worse rules.

Their Codexes are going to allow them to play on a large enough table that they won't get turn-one charged and stuck in melee all game?

Radical. Units in Tau that don't melt immediately if touched by a melee unit? Next you'll suggest giving Harlequins a second infantry unit.
