I was looking for a horse oriented faction but the only one seems to be the Bretonians....and I don't think I've missed any, what are the most MOBILE armies?

Well there are, the brets, WoC all mounted, beastmen chariot spam, TK chariot spam, lizardmen/wood elves skirmisher armies. Arranged by effectivness.

Dark Elf's Dark Riders use repeater crossbows and are fast cavalry. If I recall correctly they have the "fire and flee" charge reaction too, which is good for hit and run strategy.

Well in the fluff the hobgoblin armies are mainly mounted. It wouldn't be too hard to make a hobgoblin army as O&G can take wolf riders as core.

If you wanted to do a mounted army, go dark elves.
They are the only fire on the move fast cav that has a hope of doing any real damage with the shooting.

You can easily get 60 dark riders, and a level 4 wizard into 2,000 points. Just be sure to take standards, and remember that the characters on dark steeds are not fast cav.

The problem with the fast cav army is the increased charge ranges of infantry. Charging 2D6+move and not paying to wheel makes it a lot harder for fast cav to sit just out of range and pepper the enemy. On the plus side, fast cav will flee further than they did in the past so it will be harder to catch them should they need to flee.

Lore of Death works really well with a dark rider army, -1 toughness to the enemy makes those repeaters do a lot of damage; sniping heroes covers for your own lack of hero hitting power, and -3 leadership lets you have a shot at breaking steadfast units.

I don't think a fast cav army is viable with any list outside of dark elves.

Mongol? The ogre kingdoms are based off them. That is what drew me to them. No cav though, but apparently there was at once a dogs of war unit that was a goblin on a wolf with his boyz that are very mongolian.

The Warhammer World is roughly shaped after the real medieval one, with Mongol like tribes West of Cathay and East of the Imperium. This is the home of Ogres and Hobgoblins (the latter part of the Chaos Dwarf army), both inspired by Mongols.

Kislev was more a Russian/Poland based army then Mongol though.

As for the OP, if you are looking for a mobile hit and run army, then Wood Elves is the way to go. 8th Edition has really seemed to nulify that tactic though.

Unfortunately, the all-mounted wood elf army isn't really viable now :-/. The only all-mounted army I think is a real contender would be Brets, but they're not doing much shooting (and not with bows, at least from horseback).

However!! If you wait until early next year, there may be a new O&G book released, and you may be able to pull it off there with either spider riders or wolf riders, backed up by boar boyz and perhaps the rumored giant spider.

I know this is borderline threadmancy, but since their is definatly going to be a new O&G book in March I would go with the Hobgoblin idea.

There was an old article on the older GW site that had a Cathay army, which used the Wood Elf list and most of their models are based off them or LotR models. Otherwise the closest you're gonna get are the Ogre Kingdom brutes.
