No, as they are not the unit it was bought for plus any attached ICs
Page 67, dedicated transport rules, states this very clearly.

As long as the IC that the Transport was bought for deploys in it why not add the other unit as well? NM... a double-check of BRB pg. 67 says only the unit bought for and any ICs. So, you could join a Primaris Psyker to the Lord Commissar but not a Command Squad. Better maybe to buy the Transport for the other unit then add the LC?

Yep, his DT is one of the more...interesting choices for dedicated transports. I cant think of many ICs who get to take their own ride along...

However, since you're on Dakka, it would more appropriately be:

Huh, I was told that you couldn't. Seems I stopped reading when I saw "They cannot, however, join ...units that always consist of a single model" before reading the remainder.  Thanks, that is good to know.

Yes you can provided the Lord Commissar is still in the transport and attached to the squad. This has been debated by many TO but the recently released official GW FAQ's clear this up.

Ed - the answer is "NO" as the Commisar is the unit that bought it, and the squad are NOT attached ICs. These are the ONLY categories that can deploy.
If you state the FAQ, which I have just reread, alters this, please provide the text. Given the only mention of transports and deployment deals with NON-dedicated transports, I'm not sure it is in there.

The only mention of transports and unit restrictions in the new FAQ (grabbed it just now to make sure) is this:
Q: Can a unit start the game embarked in a non-dedicated
transport vehicle? (p92)
A: Yes, as long as its unit type is allowed to embark onto
that vehicle and it does not exceed the transport capacity.
So, you can have a Falcon with Harlequins embarked to start the game. You cannot have an ICs transport start with anything other then the IC and his/her IC buddies.

For what it's worth, IC's are not 'units that always consist of a single model' since they are allowed to join other units...
