5. Covert operations. Employee scouts in abundance. Homeworld has multiple moons but no direct sunlight, also has significant annual rainfall. Tempest Guard prefer element of surprise (drop pod, jet packs) and shy away from noisy machinery (bikes, tanks)

best i have ever seen, was "the corgie army". a friend of mine made this SM army based of his dogs. all his tanks were named after past or present corgies. the chapter banner was a corgie standing on top of a pile of dog bones/treets. the librarian is "the keepper of the treats". the color scheme was of course, brown, white, and black. by far the best independent chapter i have seen.

He is creating a wing (see what i did there) of the Raven Guard pre-/during heresy.
They are still part of the legion and not a chapter at this point.

The full fluff (so far) is here:
http://www.dakkadakka.com/dakkaforum/posts/list/333285.page
basically, while not a chapter, they are larger than one.
basically, the raven guard legion (80,000 SM) was split into several detachments (20,000 SM) the "Talons" are my detachment. After Istvaan, only 3,000 RG survived. Of this, 1,000 belongs to the "Talons". Of this, it is split further into battle companies (527 SM). My battlegroup is called "Muninn", for reasons posted in the above thread.
