apply a thin layer of plaster to your base. Sprinkle on a little bit cat litter, sand, random bits, pieces of wire, etc... (use PVA glue to help secure)...Spray matte black and dry brush with increasingly lighter shades of gray

Unless you meant what the base itself was actually constructed from?

In which case I'd say a thin piece of wood! Cardboard warps quite a lot (even the really thick stuff) so I wouldn't advise using that.

MDF is great for the physical base. It can be cut and sanded pretty easily (it's like the delightful bastard child of plywood and cardboard) into shape and is pretty stiff and resilient, even in thicknesses down to 1/8" (although thicker is always stronger, so big pieces would be better off with 1/4" MDF with tapered edges). After that, as people have said, plaster or glue covered in sand, gravel, kitty litter, cornmeal, and/or model RR ballast makes your broken ground and ground up sprue and bits, whether broken from GW kits, sourced elsewhere, or scratchbuilt make up the rest of the rubble.

Go with the 1/4 MDF with tapered edges. The 1/8 might look better, but it runs a serious risk of warping from the moisture in the glue used to hold down all the sand and debris.

What does tapered edges mean? Or rather, how does one go about tapering their edges?

Usually achieved by cutting, grinding or filing the corners off whatever it is you want to taper In the case of a scenic base the aim would be to help it fit into the board without having too much of a step.

Please excuse any spelling errors. I use a tablet frequently and software keyboards are a pain!

But we were talking about MDF, which is pressed wood. I would think that sanding it would be quite a bit of work, but maybe it is softer / easier than I am remembering.
