While it perhaps makes no sense in reality, there is no rule in the game preventing a an embarked Dreadnought from using his smoke launchers, although note it only prevents damage from ranged attacks, which would not include the automatic hit the Dread suffers if the Stormraven is destroyed.

That would depend on whether a passenger is considered to have "completed his move" when his transport has done it and passenger decides to not disembark (or can't). If so, it could be useful in situations where you know the gunship will be shot down with the dread still onboard. At least the dread would have smoke on reaching the ground.
edit: oh, I could see the hit from an explosion as shooting. That's what it is for normal passengers - the gunship just says which side of the dreadnought is hit.

But as Yakface said, you don't get to take a cover save against damage caused by an exploding vehicle. You probably can pop smoke, but why would you want to waste it?

Actually it makes perfect sense.
its not like The stormraven is AV14. vs IG it will get shot down. and the next target to get shot at will be that juicy furioso. so wy not pop smoke to take cover saves when this happens. if it does not get shot down chances are the dread will be assaulting the target that should be within its 20 inch assault range. so smoke will not be needed for the following turn.

You can pop smoke. It just adds no additional benefit to the dread while he is embarked onto the storm raven as units within a transport cannot be targeted. The only benefit is if the storm raven gets wrecked/exploded. In that case, the dread would have cover from any subsequent shooting firing at it.
BTW, the dread popping smoke while embarked on the storm raven will not give the storm raven obscurement.
