Is the mob even around anymore?
There are probably organised crime gangs in 40k but i doubt they are interstellar they would operate on 1 planet only.

I'm inclined to think that organised crime certainly survives in the 41st millenium, albeit on a much grander scale. Many of the books tell of local law enforcement agencies, some of which presumably handle planetary or system level crime. I doubt that the inquisition would busy itself with something so minor, but maybe the fleets would have some part in an antipiracy role akin today's navies.
As for conforming to any of today's mob stereotypes, I can't see any being made offers they can't refuse....... Ok maybe I can but I just wanted to get a Godfather quote in.

Organized crime as a concept certainly would still exist. Organized crime brings order to disorder, and it's safe to say that the Imperium doesn't have an iron-clad grip on all of humanity.
The fluff for my planet is that it is governed by a political system that grew out of organized crime. The imperial governor of Folera also always just so conveniently happens to be the king of Folera, the process of determining the next one is messy, to say the least.

That's assuming that the planet even HAS an arbites.
And that's also assuming that the local arbites ISN'T an organized crime ring (that's loyal to the emperor and gets stuff done, so nobody bothers it).
As much as the imperium wants purity, in the end, it can only be concerned about loyalty. Loyal criminals pass all the time in the Imperium.

Arbites are scary... they seem to be basically heavily armed policemen with tanks... i haven't seen anything about them being a crime ring but it might be feasible... though that would have to be a really backwater planet.

That depends on how strongly you believe the imperial bureaucracy is able to hold onto things. If your opinion is that the Imperium is a well-oiled machine where everything is kept basically under control with a few exceptions on the fringes, then yeah, organized crime would be less of a thing.
If, on the other hand, you believe that the Imperium has a bloated, tenuous control over humanity with tens of thousands of human worlds still not even in the Imperium while tens of thousands more have little more than an imperial governor there just to keep an eye on things, then organized crime would be much more rampant.
I'm under the impression that the fluff supports the latter more than the former.

I would agree with the latter as well.
But i think Arbites are like the Astartes (not the superhuman bit) they have some form of autonomy and they use that to hit whoever they hit hard. Whch makes me think they do not have corrupt (not in the Chaos sense) arbites.

Pretty much... i think they would answer to the planetary governor, who may in turn be corrupt and limit them. They do have a chain of command which seems pretty self-contained. Though they do have a high lord so maybe that would dissuade anyone thinking of going corrupt.

Actually, I was under the impression that imperial governors also more or less had carte blanche to do whatever they wanted. The Imperium doesn't care HOW a planet is governed, so long as it pays its taxes and levies troops.
The mafia being "corrupt" is a modern idea. What might seem "corrupt" to us now would probably be called "effective governance" in the future.
I mean, really, how many transparent democracies do we really expect to see in the far future, especially in a galaxy where the belief in human rights is considered heresy.

Good point... However i think that the better organised crime would be hidden under a facade of legalised crime and pay the governor to stop the Arbites finding out/investigating(If it's to obvious the PG doesn't have an excuse) so the arbites go after the ones without that facade or the ones that don't have the PG's protection. The Inquisition would probably execute the PG for doing that and then turn the arbites on the crime gangs but only if it interfered with what they were doing.

I recall there being an entire planet run by a cartel back in the Imperial Guard 2nd(?) edition codex-can't pay your debths, enlist in the guard etc.
Planetary governers and nobleman also outrightly sponsor organised crime on many worlds-ie the Necromundan Spoork industry.=P

There are organised crime syndicates in 40k. Usually involving smuggling rings often working alongside less reputable rogue traders and merchants. ( I mean someone's got to smuggle banned technology, chaos relics and xenos artefacts to those willing to pay top money for them. )

Im pretty sure there is an article in the Imperial Gaurd codex on the planetary tithes that says something about some planet's defenses being composed of united street gangs and mafia lords. I'll see if I find the article and post it.
