Correct answer ( copied from Ribon Fox ) : Tithe grade: Aptus Non
So NO tithe, but as capital of the IoM, Terra got its own "self-defense" Regiments.
Back at the siege of the Imperial palace, Terran regiments fought alongside Astartes.
We have to assume the regiments from Terra may only care for the centre of Mankind and not get much out of the solar system.

Also it's Terra it's likely to be exempt from a few laws like that due to its status.

It is well astablished in fluff that the seas of Terra have 'boiled away' and that outside the hive cities Terra is mostly inhospitable. This is a prime example of real world science being trumped by 40K fluff. Then add the fact that water can be recycled and made, i don't see what the problem is.

The Imperial Fists get recruits from multiple worlds including Terra and Necromunda, the Adeptus non tithe grade only counts for Space marine worlds that are the sole/main recruitment world.
I doubt a world like Fenris would have a Guard regiment, not only is the Fang the only actual proper structure on the planet, the fenrisians have no idea that other planets/aliens/humans exist off world and what would be the point, the area around Fenris is one of the most well protected areas of space in the IoM.

That source seems a bit dubious for me. Only 1,000 Leman Russ' are stationed on Terra? The Israeli Army has 3 times that many tanks for their tiny little country.
The Titan Legion also seems a bit underpowered, considering this is Terra.
Also I've heard that much of Terra's defenses are on the Moon. Dunno if any of that was considered here.

When you consider how heavily the Earth is entrenched amongst orbital defence batteries, i don't really think they expect much to permeate the defenses. It's a big fleet too. Yeah it seems a bit lacking in terms of heavy armour, but that's a hell of a lot of storm troopers!

It's the 41' st millennial - they have their ways. If you look at Terra in Fire Warrior intro you would see that the ENTIRE planet is covered in one big city. Even the Lexicanum state that all oceans of Earth have gone thousands of years ago.
