You have Eldar Corsairs, essentially rogue Craftworld Eldar who for some reason have taken up the raping and pillaging lifestyle and somehow not become something akin to Dark Eldar in the process. Then you have Dark Eldar, who only manage to survive by raping and pillaging, since witnessing horrors apparently jolts their nervous system into secreting more "soul" to replace what's been drained away by Slaanesh. Then you've got the occasional Rogue Traders and other human pirates, with crews comprised of any xeno they can hire, if they operate outside the reach of the Imperium.

Ork freebooters = pirates (usually of the "Arr! Jim lad!" sort. Loads of human ones around areas such as the Maelstorm-ie they hide within the asteroid fields, abandond space stations, and the warp itself. The Eldar pirates range from being young eldar looking for adventure and wanting to be free of the constraints of the craftworld -teens eh?- to the guys who just do it because they love destroying the vessels of lesser species- but not to the extent that they could be considered dark eldar, no torturing etc. There's plenty of lesser alien races out there that survive by picking off of others- pretty much the only way for some to survive in the hostile Imperium. Kroot operate as pirates too. You'll find that within such bands of raiders it may be that they are made up of one race, rebel imperial flight crues, reneageds, rogue traders, or alternatively that many races band together, say mutual hate for the imperium or for strength. So yeah, they obiously exist, more in hazardous regions and out in the ghost stars, or even being like scavengers about the battlefields of the 41st millenium.

Standard Human pirates seem to be the most common. Eldar, Dark Eldar, and Ork raiders as well. There's also Chaos renegade chapters that regularly engage in pirating, such as the Red Corsairs.

They can be so disruptive that they can seriously screw up a Sector, as was the case in the Gothic War.

Elysian drop troops are experts at fighting pirates according to fluff, thus the airbourne bias - all the better to raid remote asteroid bases or something.
