I was wondering in the 5th Ed. of the Chaos Space Marine Codex, can terminator be upgraded to Terminator champions?

There is no 5th ed book currently, but in the 4th ed one, yes. Any number of Terminators in a unit may be upgraded to Champions for 10 points each.

Expensive? Termicide is effectgive because it's cheap. Generally saving the CHampion upgrade for Chainfists on smaller squads makes sense.
If you go the full squad route then IoKhorne can make sense, points wise.
