I've recently gotten my friend into 40k and he is playing a 500pt Tau Army.
His preferred color is blue,

I believe that is the Sac'ea sept colours.
If you get the Tau codex there are more pics showing them.
It's more of a bluish-grey to my eyes, with splinter pattern camouflage on the vehicles. It's supposed to be for urban fighting.

Indeed it's the Sa'cea Sept. Colors listed in the codex are:
Sept Color (the orange armor markings): Fiery Orange
Armor: Shadow Grey highlighted b a 1:1 mix of Shadow Grey and Space Wolves Grey.
Cloth: Chaos Black with normal highlights.
I'm not all that familiar with GW colors (I use normal retail craft acrylics) so I dont know if some of those colors are still in production, but you can probably easily find a suitable replacement.
