It really depends on how many shots you want, the big shoota can pick out two units with their Assault 2 (2 hits), but on the other hand the rokkit launchas allow you to drop a small pie plate on units.
If you get lucky, and you can spot your opponent with 2,3 or 4 infantry models bunched up enough to get your 2-3-4 hits, you'll still taking the gamble with the scatter die.
If you want to play it safe, then go with the big shoota.
If you feel lucky and want to gamble for the extra hits then choose the rokkit launcha, but if you end up not hitting anyone, you feel as if its a waste of points, but when you kill 4 space marines, you're face willl shine like the sun.

There's a lot more to it than what your question is yielding.
If you're talking about mobs of 20-30 boyz on foot - definitely go with the big shoota. At BS2, you aren't going to get a value add from the boyz rokkit - and such a miniscule potential addition to anti-tank doesn't make adding an anti-tank weapon to that unit worthwhile.
Leave the rokkits to the killa-kans and the warbuggies (BS3 and twin-linked respectively). Leave the boyz to krumpin' infantry.

Big shoota is Assault 3.
Rokkit Launcher is Assault 1, no blast, much like a krak missile.
