On paper this dude looks like a beast: either 4 S6 power weapon attacks on the charge or 6 S4 Power weapon attacks, with the Phoenix lord profile and two devastating "Exarch" powers. However, his points is rather high, even for a Eternal warrior with his stats (in fact, point wise, he is higher than every other Phoenix Lord other than Asurmen, the first Phoenix Lord), so I was wondering if the points would be better allocated elsewhere. I plan on running a straight up Dark Eldar Kabal, using Kabalite Warriors, Trueborn, and some Incubi. Would a normal kitted Archon or Lady Malys be a better choice? (I really like Malys for her Psychic immunity bubble). The only reason I'd consider an Archon is due to the ability to use Shadow Field, but Lady Malys has a more permanent defense.

HQ choices in the DE army boil down to what kind of support you want.
There's nothing wrong with Malys. Or Drazhar. If its the style you're after, go for it. He was wicked in the old codex; its unfortunate that he costs so many points now. If you're running a kabal, why not consider an HQ that supports it? The Duke is an option (although I personally don't like him). The Baron is extremely useful simply for his +1 to go first. Not to mention he also has a shadowfield. Build-an-archon is a fine way to go too.
It depends on your list.

He only has three wounds, no invulnerable save and can only attach to Incubi. Those are some major shortcomings to a competitive list in my opinion. He is really cool though but I'd rather spend the points on Vect.

For 10 points more you can get Vect.
The ability to seize on a 4+ is huge - giving your lances a chance to stop shooting coming your way or at least move you vehs to get the cover save. In CC, Vect is even better than Drazhar. Hitting pretty much anyone with a 3+ and a re-roll and then wounding on a 3+ on anyone is awesome. With Drazhar you are almost required to take incubi to get the best use out of him. I prefer wyches or bloodbrides over incubi - much less expensive and will last far longer.

I may go with Duke or a Build-a-Archon option then. As it stand I'm planning for my force to include large blocks of Warriors backed by Blaster-equipped Trueborn (not that confortable with Wyches. 6+ armor save is never a good thing on anything costing more than 5 points). I only looked at Drazhar because I know I will be running Incubi (because I love the models), and my friend loves his Phoenix Lord Asurmen, Drazhar/Arhra seems to be the perfect counter thematically. Given all the comments though, I might just be shooting myself in the foot, so I guess I'll go with another. I'm just starting out with Dark Eldar, so I'm kinda unsure of what I should take.

I would go for Vect over Drazzar. Even with EW he is too fragile.
