IIRC, it's because they were a 4th edition codex, where you could "turn off" powerfists, and therefore, klaws. Turning them off let you hit at initiative, which would be more helpful for hitting squishy units like Firewarriors and Guardsmen.

I think they are still there because if you charge something in cover with fists and the likes they don't get to swing before you and killing your nobz before they get to strike, but at the same time as your nobz thus allowing yourself to deal out the paiiin

Think rana dandra nailed it, although they don't make much sense now (seeing as how PKs hit at I1) but it does allow you to strike simultaneously when assaulting cover, so it isn't a completely redundant 4th ed upgrade...

I thought assaulting into Cover made you hit at initiative 1, so that it's the same anyway.

4th edtion codex, not 5th edtion. Rule was writing for out of date rule.

Of course the way that frag grenades used to work led to the amusing case that it was sometimes preferable to attack opponents in cover so that your grenades could make you strike simultaneously instead of last. However, doing this with powerfists seems like something that would have been specifically ruled against.
Checking the old 4th ed rulebook powerfists and power claws do indeed ignore the effect of grenades.

According to the BRB 5th Edition, Pg 36, if a unit assaults through cover, all models are lowered to initiative 1, regardless of modifiers. If the defender is still init 1, then they both strike simultaneous. Meganobs assaulting through cover essentially receive no penalty thus making stickbombs useless.
In 4th edition (when the ork codex was written), if a unit assaulted through cover, then the defending models would be raised to initiative 10. So even if both units were initiative 1, the defending models would still strike first. This is probably why Megabobs have stickbombs.

In 4th edition frag grenades raised the attacking unit's initiative to 10 to match the defenders but power fists ignored this and all other bonuses to initiative so Meganobz would have no benefit. They were useless at the time the codex was written. Curiously the previous codex forbade Orks in mega armour from taking stikkbombz at all so it can't be a legacy feature from 3rd ed. Since 5th edition was being written at around the same time maybe there were other versions of the assault rules under consideration which would have caused Meganob stikkbombs to actually do something had they been implimented.
