So where do these Ideas come from, just anyone adding them? I dont know how new any of these things are either, has anyone tried playtesting them?

I think they are overwell good, but need a lot of playtesting. Some of the datasheets are way too OP.

Join the Imperial Guard. The pay's lousy, the battles fierce and you probably won't ever come back again. BUT you get a lasgun.

Yeah, pretty much anyone can add datasheets to the list and there's no guarantee of balance; generally speaking, it's pretty much compulsory to discuss any datasheets not published by GW with your opponent and agree on what's allowed before writing lists.
Apocalypse being so over the top as it is, it's not easy to produce a balanced formation based on mathhammer headology. Best bet is if anyone wants to add anything, start a Proposed Rules thread for the formation to get feedback on it - and preferably run some playtest games.
