Subject: Question about something I saw in a local tourney.....

I was in a local tourney with my tau that was 1500 points.
But that's not what this is about.
I saw something that both defied mathhammer and was awesome.
I saw a space marine player (who had never been to the shop before, to my knowledge) use a chapter master and 10 honor guards outfitted like so:
Each of them had:
Artificer Armor
Storm Shield
Plasma Pistol
Jump Packs
Meltabombs (only on some models, 4 I think)
Chapter Standard (on one of the models)
Of note: there was no Chapter champion
I looked it up in my C:SM, and that's dakka expensive. So my question is, why did he dominate with that setup? I didn't play him, thank the greater good/god emperor, but I saw others who should have crushed him get crumpled. It was unexpected, and it gave me a huge desire to copy him for my shooty Iron Hands, who need a little help in the CC department.
My question to you other forumers is this: Should I go out and get a chappy master and 2 sets of honor guard so that I can fill my other HQ slot (currently empty, I only have one MotF)?
Is this a decent strategy?
He would deep strike them near just about anythhing (I got to watch as he had like 40 Str 7 AP 2 attacks against a Land Raider Crusader (it exploded after about 25))
There was a greed tide that just couldn't kill them. (He won all combats, and the orks fled, except for the boss and nobs, but they still got killed.
There were four games in all, but I only got to see the last half of two of them, but his score at the end of the tourney was like 32 out of 40, which is amazing, because at our store we usually can't make it past 25. Needless to say, he got the $10 in store credit, and we (the regulars at the store, and the store owner) were all miffed and stunned by his success.
Thoughts?

I'm a bit confused.
40k STR7 AP2 attacks, or 100,000 STR7 AP2 attacks can't hurt a land raider. And if his honor guard is beating face, I'm guessing there wasn't much in the way of competition at the tournament. ><

Well, if there was no chapter Champion, then he was breaking the rules. Honor Guard units must take Chapter Champions. And, "Pulls out C:SM" They can't take Jump Packs. Unless the guy had C:BA, he was a massive cheat and should be thrown out, and his 10$ revoked.

Wow. Now I feel stupid. No one caught on. Well, would this be possible to duplicate, with like vanguard veterans or something? In hindsight, maybe he used meltabombs on the raider, and was shooting the termies around it with plasma pistols, or something. Wait, maybe it was vanguard veterans! Oh, dumb dumb dumb. Okay, here's the facts: jump packs, marines, plasma pistols, shields, a banner on one of the models, shiny chapter master. They was a lot of gold paint, but that doesn't mean they are honor guard. Damn you to the warp, 'Eavy Metal team!!!!! I am starting to doubt my own half-@$$ed battle report, because for him to pull the wool over some very rules-oriented tourney managers would be something. I know for a fact that one of the guys he played was space marine, too, and is a superdouche when it comes to rules. Hmmm......stupid brain. And yeah, the tourney was casual, as is most of the stuff we do. Not much competition if you bring a real tourney level army.

Yeah, whoever was doing that was cheating. Been looking over the various Marine books, and there's no way to get that load out in those numbers.

Was he playing BA or SM? That's an important aspect we need to adress here.

Vanguard vets could do that loadout. Why you would is a mystery but they can run storm shields and plasma pistols. The banner is a mystery.......

Blood Angels can't do an entire army of SS's. Closest would be: HQ/HQ /HG with SS/Plasma/jps. (X2) 3 Vanguard vets /SS/plas/JP's Some combination of 2 troop choices. Perhaps had a Sang Guard army. HQ + HG with SS/Plas/JP's 1 has a banner. Groups of 5 Sang Guard with plasmas.

Cripes, I really don't know, and now I am really confused.
He could have been using BA codex, or one of the other chapters, I just assumed it was space marines.
The color scheme was blue and red, but it wasn't a crimson fists army. Really CC oriented. There were three regular assault squads, all with jump packs. Looking back now maybe he had a Shrike, so that would be C:SM, right? I know the store doesn't let us mix codex's in the tournaments. It may have been two squads of vanguards, but how did he get a banner on them?
I told the store manager yesterday, and he said he thought it was weird, too. The guy hasn't shown up again, so we are gonna keep an eye out for him.
I keep trying to remember the half-battles I saw, but I just get little snippets and then that's all I can remember. Could this be done with a company standard on vanguard veterans?
