Maybe a dwarf or something, that only solves the problem of the fat kid though. Depends on what part you're going to be doing.

Most of it is probably going to require sculpting a majority if not all of them. Maybe just find some normal, as you say townsfolk, then convert them up to fit the part.

Depends how realistic you want it to be. If you don't mind a cartoony look you could always convert some gretchins/goblins.

Thinking about it, I would imagine you could use pretty much any 28mm heroic scale* mini as a child, provided you made the scenery at about 40mm scale so as to make them look smaller.

*Warhammer and 40K humans have exaggerated proportions; Lord of the Rings is a more realistic 28mm scale.
