hey folks, noob question.
so for dark eldar raiders, if you get the Enhanced Aethersails on the raider/ravager, would that count as flat out if move the 12"+2d6?

Yes, because flat out! only cares about how far you actually Move in your movement phase.

I'm going to say "no", with the reminder that aethersails prevent the vehicle (and passengers, though that doesn't matter at 12") from firing, and prevent passengers from embarking/disembarking that turn. So you'd be moving slower than you could with flatout and not getting the SMF cover save or wrecking on an immobilized result, but otherwise restricted just as though you'd moved flatout.

Except the rules for Flat out! ask how far you've moved.
If you move over 12" you are flat out!

Not 100% true. At 13" you're still moving flat out, you just don't get any drawbacks from having moved flat out as opposed to cruising speed.

On that note, would a battleweagon count as having moved flat out at 13", even though he does not have the ability to do so? Does moving flat out even have any benefits over cruising speed, except for distance?

It just says you treat 13" as you would 12", in the ork codex, on red paint job.
