You really need to provide more info.

What style of Eldar do you currently play?

What do you want out of a second army?

How experienced are you with the game?

Some basic questions to get others to help out.

Necrons! They're tough, they've got the 3+ save, but they're not marines so people won't hate you! You will receive alot of pity, But people never brag about beating you!

Tau.

The modeling opportunities for Tau are endless. Like painting fleshtones? Kroot! Love heavy armor? Hammerhead Gunship!

Feel like doing some joint manipulation/epic posing? Crisis suits are one of the most versitile models out there.

Plus... railguns homie! Railguns!

On the battlefield, they take finesse and tactics, not just stromping up the flanks in razorbacks spamming whatever gun is popular this week.

Plus... they are blue faced goat legged four fingered hippie space communists! Who can hate that!?

There is definitely a Tau learning curve. You already dominate the shooting phase, you get dominated in the assault phase. Winning the movement phase (LOS denial, firing lane coverage, screens and bubblewrapping) is key, and that takes some practice.

Bwahaha yeah things like winged princes and FNP can be a real !#%$. In DoW or pitched battle, it's usually better to bring nearly your whole army in reserves, that way the demon prince can just flap around all he likes, and you can make sure you're far far away from that winged nasty.

It's all about target priority, and I'd say a winged prince is fairly high up there. Light it up with pathfinders and then put your broadsides at him though, and he'll go down

so your saying tau is my best bet

If you decide to build Tau, which you should only do after you really consider that it's going to take a while for you to start winning games, then my shopping list for a "Tau Starter Set" would be:

2x Battle Forces
7xCrisis Battle Suit
1x Crisis Battlesuit Commander
3x Broadside Battlesuits
2x Skyray Box Set
1x Fire Warrior Box

So basically it breaks down like this, the battle force will straight up take care of your troops selection for an up to 2000 point list. two squads of 9-12 Fire Warriors riding in Devilfish + two squads of outflanking kroot objective stealers OR kroot bubblewrap in KP games.

You also get a crisis suit in each battleforce, which I HIGHLY recommend you magnetize the weapons on, so you can swap as you like.

Add 7 more crisis suits and now you've filled out the "killy" part of your army.

A crisis commander is required for play in most GW events. The only difference is his head. It's lame. I know.

3 Broadsides. Always a great choice, and you may want to expand to 6 later.

2 skyray boxes! Why the skyray? Because it comes with all the bits! Everything! The railgun, the ion cannon AND the skyray missle rack. Again, magnetize everything and you'll be all set to turn these into Railgun Hammerheads, additional devilfish, or if you're feeling frisky, an Ionhead or Skyray (probably not the best choice right off the start).

The last box of fire warriors you convert into pathfinders!

No shoulderpad + carbine instead of rifle = Markerlight pathfinder. It's that simple.

Add another box of kroot and some more broadsides later on to take you to higher points costs. And remember, magnetize all suit weapons and vehicle options! The new codex is on the horizon (hopefully) and it will probably change some of your choices!

I hate to be that guy, but a GK terminator army is a valid choice. Or heck Deathwing/Wolfwing for that matter. 2 or 3 boxes of guys and you have a 500-1000pt army and they are all hard as nails. Personally I run a Deathwing army that is under 50 models at 2500 pts. At a 1,000 pts you can run:

Belial
Troop 1 Terminators x5
Troop 2 Terminators x5
Troop 3 Terminators x5
Drop-pod w/ Dreadnought.

Turn 1 you get to drop is 4/5 outta deepstrike. Its fun. Cheap too. AoBR terminators and dreads can make the army playable for under $100.
