So, a challenge for those with time to spare on a rainy sunday, such as yours truly. Stat a single character (though not necessarily as an HQ) that has been written about in the fluff books or sections but never given official rules. Don't create any ungodly beasts you would not like to play against! And preferably describe their current-day versions. Other than that, go wild.
Honor demands that I kick-start things, so here goes.
Aximand, Right Hand of the Despoiler (210 points)

Wargear: Dark Blade, Eradicator Bolter, Mournival Armor, Frag & Krak grenades
-The Mournival armor is treated as artificer armor.
-The Dark Blade is a relic from the old Mournival, turned fell and jet-black. It is a power weapon that strikes at S6, and its impeccable defense, able to absorb even plasma pulses, grants an Invulnerable save of 5+.
-Eradicator Bolter: Mounted on the left gauntlet of Aximand's Terminator armour, this is a twin-linked bolter that includes a combi-plasma (also twin-linked).
Rules:
- Unbreakable: Aximand is Fearless, as is any squad he joins. In addition, should he or his unit ever lose a combat, only half the difference in wounds is actually inflicted upon him and his squad.
-Leave None Alive: Aximand and his unit can pick between the Fleet and Favored Enemy rules each turn, at the beggining of his players turn.
WANTED: Erebus, Warsmith Hounsou, Ultramarines 1st Captain Agemman.

In Boxing matches, you actually get paid to take a dive and make the other guy look good.
In Warhammer 40K, you're expected to pay cash out of your pocket for the privilege of having Marines and IG trample all over your Xenos/Chaos. |

Slightly edited from my Salamanders Fandex: Vel'Cona, Chief Librarian of the Salamanders 190 Points WS: 4 BS: 5 S: 4 T: 5 W: 2: I: 1 A: 2 Ld: 10 Sv: 3+ Special Rules: Independent Character, Combat Tactics, And They Shall Know No Fear, Master Psyker Master Psyker: Vel' Cona is a Psyker, and also knows all the powers available to Salamander Librarians.(To be added later) Wargear: Power Armor, Combi-Melta, Anduril, Melta Pistol, Frag and Krak Grenades. Anduril: This holy Flame Sword, almost as long as a man is tall, is said to contain within it a fragment of the soul of every life it has taken; If this is true, then within it lie fractions of the Eldar War God Khaine, an aspect of The Nightbringer, and many villains, both Xenos and Heretic. This is a Master Crafted Force Weapon. It also allows Vel' Cona to use up to three psychic powers each turn. Vel'Cona knows all of these psychic powers The Avenger: Calling upon the ancient memories of his chapter, the Librarian issues forth a Construct of Flame to annihilate those in his path. A Psychic shooting attack with the following profile Range: Template Strength: 5 AP: 4 Type: Assault 1, Twin Linked Firebolt: A concentrated blast of flame capable of searing through any armor issues forth from the Salamander's mind. A Psychic shooting attack with the following profile: Range: 24' Strength: 7 AP: 2 Type: Assault 1 Enforced Removal: This power, used at the beginning of the Psyker's assault phase, may be used on any target within 12'. That unit is removed, and the controller of the Librarian may place it anywhere within 36' according to the Deep Strike rules. However, if the Psyker fails this psychic test, the opponent may place the Psyker and any unit he is with anywhere within 36', also according to the Deep Strike rules. The Psyker may use this power on himself and his unit. However, under no circumstances may units be placed with 12' of the table edge with this power. However, they may scatter within 12' Volcanic Rage: The Librarian brings forth the rage of the world itself, causing Lava to bubble up from below the planet's surface; place a marker up to 36' inches away; everything within 6' of that marker is now Dangerous Terrain. Upon Failure, everything within 6' of the Librarian is now Dangerous terrain. This lasts until the end of the game. Peel Away The Shadows: Target model within 24' loses all invulnerable saves, loses Eternal Warrior if it has it, and may be targeted normally by all Space Marine units even if they have a special rule that says otherwise(including Night Fighting). The unit is also at -1 to their cover saves. This lasts until the end of the next player turn. Failure of Command: Target model within 24' is at Leadership 4 until end of the next player turn. Reflective Dome: The Psyker brings forth an array of crystallized energy from the Warp; all models in the same unit as the Psyker gain a 5+ invulnerable save, not usable in close combat. In addidtion, if they roll a 6 on their save, the attack being used instead hits the unit that shot it. This lasts until the end of the next player turn, and is used at the beginning of the Psyker's moevement phase

Nice Librarian for the Salamander. However, a combi melta AND a melta pistol may be overdoing it!
In addition, Enforced Removal is a bit iffy. Does it involve scatter the way regular DS does? If not, you should shorten its range to 18 inches or so. If it causes scatter, rule that it must be set at least 8 inches from a table edge, or everyoone will put them in corner to see them mishap into Oblivion as a very cheap tactic.

Peel away the shadows is just way to over the top. Even if an initiative test were to be taken for the power, it would still be too over the top. All demons would poop. That power is just too overpowered. Failure to command is pretty out there too. You can just run armies off the table from shooting. You should also state, that some powers should only last until end of player turn.

That's why I made it so they have to be at least 12' away, and it says Deep Strike rules, so yes, it involves scatter. This guy's quote is still my favorite thing about him. "I can pulp your flesh and crush your bones in less than a second, and without so much as lifting a finger. What is the power of technology compared to that?" I just changed Peel Away The Shadows from "Target Unit" to "Target Model" so it only targets one at a time. Seem fair?

Umm still, no. Think of it this way, Lysander is 200 points has EW and a SS. Take that away, he's just a 4 wound terminator with a TH. You can kill Lysander with 1 PF, a 200 point model just died due to a unstoppable physic power. Taking away someones ++ save is already over powered. Taking away EW is just over the top. The strongest physic power in the SM codex is Null Zone which only makes you re-roll sucessful ++ saves. Your 1 power tops that and does 2 other over the top things. That power just has way too much perks.

You really think so? I always saw Null zone as sort of useless, never used it except when my Librarian was just there to assasinate the Nightbringer.

Yes Null Zone, IMO is the best power in the SM codex. Think about facing demons who usually only have an invul save and no armor save, or a squad of TH/SS terminators that make some 3++ saves. Null Zone is great against things with invul saves when you hit that squad with ap1/ap2 weapons or get into CC with a bunch of PWs.

I did this a while ago, I made stats for the assassins found in Nemesis, which you can find the link for here, unfortunately I never finished the last two due to a sudden loss of interest not on my part, but someone else, feel free to create stats for the other two.

I'm a huge fan of O'Kais... but this is grossly overpowered... what would he cost... 1000 points?

Malcador the Sigilite, Chosen of the Emperor

Special Rules: Imperial Majordomo, Mind Over Matter, Alpha Psyker
Adamantine Halo: This potent relic is a highly advanced version of the standard Astartes Iron Halo, granting a 3+ Invulnerable Save to the wearer. In addition, nothing can force the owner of a model equipped with an Adamantine Halo to reroll successful invulnerable saves.
Force Staff: The Sigilite's Staff is a potent weapon indeed. It lets Malcador cast 4 psychic powers every turn. In close combat, it counts as a force weapon which always wounds on a roll of 2+, but rather than inflicting instant death after a psychic test, this weapon simply causes a number of unsavable wounds equal to the remaining wounds on a model which is wounded. Note that this applies to all wounds caused after a successful psychic test. A wound caused by Malcador, regardless of whether he succeeds with his force weapon test or not, counts as inflicting instant death for the purpouses of wound allocation. This ability affects monstruous creatures too.
Robes of the Sigilite: These robes look really fancy, granting Malcador a bonus to his well dressed stat of 10.
Imperial Majordomo: As the right hand of the Emperor, Malcador wields extensive power. An army which includes Malcador the Sigilite may take two additional strategic assets, OR may take a duplicate of a strategic asset already chosen. If a duplicate is chosen, this does not use up an additional asset selection. Furthermore, all Imperial units (Units from Codex: SM, SW, BA, BT, DA, IG, WH or GK) within 24" of Malcador can choose whether to pass or fail any leadership based test they are called upon to make. Units that pass tests like this do not need to take saves as described by the No Retreat! rule.
Alpha Psyker: Malcador knows all the psychic powers available to any Imperial unit (see above). He may also reroll failed psychic tests. In addition, he knows the three following powers:
Warp Storm
In a dazzling display of his power, Malcador creates a localized warp storm, tearing at the fabric of reality. Where lesser men would tremble at the mere thought of what would happen were he to lose control, Malcador worries not, for he knows his limits very well indeed. This is a psychic shooting attack, with a range of 72". Place a large blast template in any spot, not nessecarily over an enemy unit. This template then scatters as normal. Any hits inflicted by this psychic power are resolved as hits from a Vortex Grenade.
Empowering Surge
Drawing upon the powers of the Empyrean, Malcador empowers his nearby allies. Choose up to 3 units within 30" of Malcador. You may grant each of these units up to two of the following special rules for one game turn:
Relentless
Counter-attack
Tank Hunters
Furious Charge
Furthermore, any attacks directed against the chosen units counts as being 1S lower than they actually are. This affects the instant death threshhold. Strength D weapons don't care about Malcador's trickery, and as such are unaffected.
Dazzling Light
Using his mastery over the Warp, Malcador creates a dazzling light, cloaking his allies from the enemy. Once successfully cast, all units within 18" of Malcador benefit from a 3+ cover save until the start of your next turn. Vehicles also count as obscured. Super-heavy vehicles, flyers that aren't hovering and gargantuan creatures are unaffected, as they're too high up to be hidden.
Probably made him too powerful, but hey, it's Apocalypse!
