I agree with this partly. There are some armies (
DE, Eldar, Grey Knights) where obviously granting them a free turn is sub optimal. There are others (Drop Pod anything, most gunlines) where it probably is an advantage or a neutral happening to give them first turn. It's probably not a real hard and fast rule but tends to vary depending on the army you're facing. I do think the article is doing a disservice to suggest that going second is
always optimal though - that's assuredly not true.
