There are a lot of problems here. I'm assuming you want to make as competitive a list as possible, so let us know if that's incorrect.
There are two flavors of effective Blood Angels army. The first is based around a core of 5 man Assault Squads in Razorbacks. You leverage the fact that these Razorbacks are fast and cheap, and support them with armor, usually Predators and Baal Predators.
The second is based around a core of 10 man Assault Squads with Jump Packs. You support them with Priests, Vanguard Veteran Squads, and possibly Devastators. You do not take any vehicles whatsoever to make the enemy's anti-tank weapons close to useless.
Based on what you have here, you could go either way. I'm going to suggest a Jump Infantry list here, you can look for others. At any case, Tactical Marines are bad choices no matter what, and Death Company are only workable in higher point games. Librarians are always a good HQ choice, by the way.

EL: 1 Sanguinary Priests with Jump Pack 75
EL: 5 Sanguinary Guard 200
TR: 10 Assault Marines with 2 Meltaguns, Power Fist 235
TR: 10 Assault Marines with 2 Meltaguns, Power Fist 235
TR: 10 Assault Marines with 2 Flamers 200
Total: 1250
You could re-work the wargear. I'm including the Sanguinary Guard because you have them, they aren't great. This point level is a little tough, and it would be better not to have them, since you could replace them with a Vanguard Veteran Squad and upgrade the Honor Guard to better special weapons.
